DAYTONA BEACH, Fla. – Perhaps the most visible hallmark of the first half of the 2019 Monster Energy NASCAR Cup Series season has been the quality of racing at 1.5-mile intermediate speedways, an assertion bore out by statistics and emphasized by NASCAR president Steve Phelps during a meeting with reporters at the sanctioning body’s headquarters on Friday.
